HUD NOFO Timeline 2026 — Key Deadlines for Housing Research Grants
Each year, HUD's Office of Policy Development and Research (PD&R) publishes a Notice of Funding Opportunity (NOFO) for housing research grants. For organizations tracking these opportunities, here are the key milestones in the 2026 cycle.
Note: This timeline is based on historical patterns. Confirm all dates on Grants.gov.
Two-Phase Review Process
Most HUD research NOFOs follow a two-phase review:
- Phase 1 (Concept Paper): A short narrative outlining the research question, methodology, and budget estimate. Typically due in late summer.
- Phase 2 (Full Application): Invited only. Complete proposal with detailed budget, work plan, team bios, and supporting documentation.
Typical Timeline
| Milestone | Approximate Date |
|---|---|
| NOFO published in Federal Register | June – July 2026 |
| Phase 1 concept papers due | 30 – 45 days after publication |
| Phase 2 invitations issued | 60 days after Phase 1 deadline |
| Full applications due | 60 – 90 days after invitation |
| Award announcements | January – March 2027 |
| Project start dates | April – June 2027 |
Preparing Now
Organizations can prepare well before the NOFO drops:
- Register or renew SAM.gov registration (must be current at time of application)
- Identify and confirm research team members
- Draft a conceptual framework and methodology outline
- Establish indirect cost rate agreement if applicable
- Gather letters of support from community partners
